App (skills for editing video and sound) and websi

I want to develop an app and a website : the website will be exactly the same as the app.

I didn’t design the app or the website, the developer must propose a design.

Concept :
- It is coaching seduction website in which video are published by the admin / video can be made/edit/publish/rated by the users
- User pay every month / year fees : if they paid, they can access to the whole part of the app, if they don’t pay, or the last payment method didn’t work, they receive a mail and their account is limited to part 1 and part 2 and part 6 bellow)

Specifics and complexity of the app (skills required) :
- The app must work on both android and ios
- Part 5 - Make a video (recording a video and recording the sound) must work when the app is not active (it is very important)
- The developer needs to master perfectly video editing and sound editing (please see part 5 bellow)
- The developer needs to start by developing the part 5 : it is the the top priority
- User pay every month / year fees : if they paid, they can access to the whole part of the app, if they don’t pay, or the payment method didn’t work, they receive a mail and their account is limited
