English Speaking Website For France

I can speak and write in French but prefer
to post this 'demande de devis' in English so
that I am sure the replies I receive are from people
who can communicate with me also in English
as the site I wish to create will be 100% IN ENGLISH

I am looking for someone who is VERY SERIOUS / PROFESSIONAL /
TRUSTWORTHY AND REPLIES QUICKLY TO ALL OF MY EMAILS AND
SMS / CALLS ETC.

I am looking for someone with lots of experience who can create and
publish a site that will be 100% in English and that will be for a target
audience of the entire English speaking population who live in
France / work in France or want to live in France

The site will be a classifieds ads site for the above targeted
audience and 100% in English

It will be a .com site

It will be domiciled ( servers ) in the UK or USA

It will probably be a site created from a template bought from a script supplier
like the following :

I quite like Joomla classifieds scripts too

I will pay an initial fee of 300 to 500 Euros for the creation / publishing of the site and then pay a monthly "maintenance" fee every month of 50 euros ( minimum ) to the person to make sure the site is working well full time and developing / expanding well in the future ( receiving more and more visitors )

The most important thing for me is that I can trust the person I am going to pay
and that they are serious and will not let me down in this project

This is a site I want to keep online full time and increase the visitors too every month

I need someone who is good at SEO for the site too

The person I am offering this work to must live in France

The person must be able to speak good English so that I can explain certain things
about the site in English as the site will be 100% in English

I speak fluent French too so 90% of the time I will communicate ( phone / email ) in French

I will need to meet the person once a week for an hour in Central Paris to talk face to
face about the site in the first few weeks of development

I need the project to be completed and the site on line by the end of August 2014
or early Sept 2014
