Connect 2 API : Pipedrive & Perfex CRM

I am looking for a person who can connect the APIs of two different systems: PIPEDRIVE (GRC tool) and PERFEX CRM (customer relationship management software) for the implementation of two actions (1) and (2).

When this happens > Do this this
(1) Updated Stage Pipedrive > Create a new lead in Perfex CRM
Explanation: As soon as you make a Pipedrive deal to a defined internship, automatically create a new prospect form in Perfex CRM with basic information (Organization name, contact name, email and phone number) from Pipedrive.

When this happens > Do this this
(2) New Note in a Pipedrive's deal > Update the lead's description in Perfex CRM
Explanation: As soon as a note is added to the Pipedrive deal, update the description field of the prospect record in Perfex CRM with the content of the Pipedrive note.

Additional information: The Perfex API operates over HTTPS and uses JSON as its data format. The API is a RESTful API and uses HTTP methods and HTTP status codes to specify requests and responses. Software Framework: CodeIgniter
