Symfony - plateforme d'échange de fichiers

Looking for a symfony developper to code a small website of file exchange in symfony 3.4 ( LTS version) with PHP5.5 on RHEL ( constraints in term of PHP Version and other components like JQuery,..)
soft should allow to
- upload file up to 4Gb, with description, owner, download_once, hide_from_list, password ( and repeat password), expiration_date select box (limitation 1day later if file>4Gb, 3D if file > 1Gb, 1 Week if file > 512MB, 2 Weeks if file > 300MB otherwise up to 1 Month)
- once upladed, provide ability to send mails with the link to download the file, edit the description or delete the file
- list files
- download, edit or delete the selected password protected file
- send mail to support team with a formular

user authentication is anonymous but if possible provide an authentication mechanism using OneLogin. if logged on, autofill file owner on upload.

suggest if file should be uploaded in database or on filesystem; 30% of code already performed; currently :
ABLE to:
- Upload small files
- list files
- show files
NOT ABLE TO:
- upload big files > PHP.ini variable (should be able to upload on several time to avoid PHP restrictions)
- download file
- css adaptation
