Clone de blablacar dans un autre domaine

I am looking for an English and French speaker prestataire to help me to realize my project.

The concept: similar to blablacar where there are 2 parties (for example the driver and the passenger). my website will be in a different domain and not in car sharing. however, many of the blablacar features could also be applicable for my website (payment online, reviews, community, different filtering etc).Website will be initially in French for french speaking people in France.

Work done so far: in the few months i have been developing my idea for the website and documented it on an Excel spreadsheet with many tabs. In this Excel spreadsheet I have the visual concept of my website. for example I have the concept of how I think main/front page should look like, as well as other pages (such as drill down into search results etc), what filters I want to have, etc

Ideally I would like to use a ''script déjà existant'' to lower the costs (budget 2500 Euros)
If this is not possible, I will then consider building a website from scratch (budget 5000+ Euros).

I am looking for a prestataire with whom I can speak and consult openly, who can advise me regarding best functionality/ recommended features and good esthetics of the website, who can help me to make the right choices when building the website. also someone who has enough experience to advise me what not to do.

The prestataire would ideally have a previous experience in building at least 1 website similar to my project (when replying to this announce please send me a link to the website you had created)

Ideally the prestataire will be based in France/near me (I live in Haute-Savoie)
