Drawing perfect circle software

I want a software for drawing a perfect circle. It's a basis drawing software with a pencil for drawing like in photoshop or software like that. The user drawing a circle and the software say if the circle is good or not compare to a perfect circle in percent.

For personals reasons I want a software develop in python and I need the source code.
