Desktop application needed

*I'm looking for a freelancer who has a biomedical background.
*The main task is to build a desktop application that is able to convert an ECG data format (basically HL7 aECG, DICOM) to a new defined data format in order to help on enabling data interoperability between ECG monitoring devices and to eliminate the monopole of some old data formats.
