Module Dolibarr sans taxe et soustotal

I need a (dolibarr 5.0.4 ) module ...or can be done with (existent custom fields module)
The module needs to be our exclusive module with all rights after ( languages, property copyright whatever) ( eng/es/fr)

1) Adding a Column with NOT Taxable goods ( means services or fees paid who never have a tax as (0% tax is not working actualy in Dolibarr)
2) Add the end there must be a line saying description ( free text) and a column at right side with the amount (
3) att the end we need this for Offers & Billing with working printready pdf..

The best is to see the image joined here ( in red what needs to be done) it would be better having extern module who are addding code to core ( not corecode modification) as otherwise by updates we rubn in trouble !

4) we need the module as exclusive and respecting files in zip archive ( a) module_fees.zip) then we need the files for pdf changes( crabe and azul) to generate proper offer and then after Bill.

Also just post if you know Dolibarr 5.04 and next coming 6.0.x Beta the module needs to work after 5.04 or being able to give update to version 6.0.X
