Windev 19 Developer needed

We are in the middle of developing a touch screen point of sale program using Windev 19. Our current program was developed using Visual Basic 6, but we are remaking the program using Windev 19. Couple of the important functions we wanted to add to our program was the function to centralize the data for stores with multiple POS locations and to optimize the program for IOS, Android and other Mobile OS. We can handle creating the interface and the database for the program, but would like to outsource the coding aspects to your company if possible. If we gathered up all the tasks that we needed to be worked on, could you tell us when you could start the project? How does your company accept payments and what is the usual rate?
