SEO Link Builder

I am the owner of a few French gambling websites. I am looking for a French link builder to build links from French domains to my websites according to the guidelines I provide.
The link building should be from different types of sources including text ads, forums, comment, social media etc.
The link builder should be able to communicate in English as well (as I do not speak French).
