Trading automatique : Python + Interactive Brokers + Twitter

I am looking for an experienced coder in Python for an automated trading system.

Required experiences:
1) Fluent in English or French
2) Automated trading / algorithmic trading / systematic trading
3) Python (GUI, multiple external API, multi-threading, schedule)
4) Interactive Brokers API
5) Twitter API
6) SQL

The code must be clean, readable and documented, i.e. I must understand it.
The coder and I should be able to communicate on a regular basis, probably daily.

The trading system details:
1) Intraday i.e. all positions are open and closed during the day
2) US stocks (NYSE and NASDAQ)
3) Signals from real-time Tweets (including from protected Twitter accounts)
4) Market data from Interactive Brokers
5) Under certain conditions (trading logic), open a position through an order to Interactive Brokers
6) All data is stored in a daily SQLite file
7) Trade management: Monitor and manage unfilled trades
8) Once a trade is filled, risk management of the position
9) Close the positions

Program details:
1) A simple GUI shows what the program is doing in real-time
2) Depending on the time of day (New York time), the program does different actions
3) Because actual capital is at risk, strong emphasis on error management and special situation (internet is down, broker connection is down, market data server is down, stock is halted, etc.)

The project should be completed in 3 or 4 weeks.
