Educational platform from scratch

I would like to develop a responsive website for my traffic school.

I want this website to have tests for my students. tests and questions and answers as you may know. and the result to be shown to the administrator.

We just give the student the password and username and he accesses the quizzes from our tablets un the school after they pay the courses fees at the school.

We want to have users and questions customisable so that the admin can change them at any time.

-We should be able to add and delete user that comes to our school
-Categories and subcategories are needed. The questions can belong to the sub categories
-We should be able to modify and add questions, categories and subcategories
-Exam categories can have any questions of any category/subcategory. The question order is always randomized.
-The admin should be able to see the progress of each student of tests and exams.
-When a set of questions is answered the result is displayed with correction and an explanation paragraph of the faulty questions
-For the questions, we will provide a list of photos, questions, answers and explanations and we need a quote from you on filling the database with those questions. then afterwards, we will be handling them on our own.
-We will need 5 languages (English, Swedish, Spanish, Persian, Arabic and Kurdish). the system should have an options for that, to change the language of the system. The language change should affect the system and the questions. of course we provide questions in different languages.
-The software should be a HTML website that works on chrome and safari, that we will link to our website but it doesn't need to have the same design as our website. Up to you to choose the design. It just needs to be responsive to be browser enabled, on tablets, phones and computers.
-We prefer django python but if you can't do it we can hear your suggestion. Django devs will be prioritized.
