Site PCB proto sur plan: design + "e-commerce"

Active in the electronic component market, I wish to develop a new web site with on-line product configuration & purchase. I will 'try' to define the main parts here under:

I am looking for a web designer able to support me with the website design & configuration:

Initially the site would have 5 or 6 pages:

Page 1: Home
A standard page similar to: [URL visible pour les membres Pro]

Page 2: On-line Quotation
Step 1:
Here the customer can technically define his need for his PCB purchase. There will be approx 30 fields with multiple choice, which will impact the price of the product.
several competitors already have a web site very close to what we wish to do, for that please go to:

1. Multi circuits (not so nice web page)

On the right side there is a field "online-calculator", click on it, go to "Circuit Boards". A new windows open.
In this new windows, you define your product; some fields (grey) are multi choice options, others (yellow) are free to input any number.
Price is then calculated at the end, once all has been set.

2. Euro Circuits (nicer web page)

On top, center/right area, click the orange field "price calculator".
A new window opens, then move to "PCB proto" or "standard pool", click the option "Price calculator".
Then you are again able to configure your product.

3. For Safe PCB (the nicest looking web to me)
To to [URL visible pour les membres Pro] then change language to English
Then, on left side, click "Free instant quotation" (not quote/order)
They have 'advanced features' like: on the left side, click on "Panel", then on the area "configure my panel", we then move to a PCB panel, where all dimension can be define.

Step 2:
Once all fields are field up, the customer will proceed to the next page/step.
Existing customers of E-S will have a Login name & password to proceed strait to Step 3 (no online payment, but an invoice once goods are ready).
For new customers, they will add there contact details, address, etc. but also enter his credit card/paypal details for payment.

Click enter & you move to the 3rd step.

Step 3:
On this last step, customer will upload his technical files, which will allow us to make the PCB per his design.

Once this is done, customer will receive an order confirmation & an invoice (for new customer) by email.

At a later stage, we could add:
A FAQ page and probably a few more pages for all sorts of rubbish!!
Initially in English, the web site will be translated in 2 o 3 other languages.
I need to have access to the data base & to modify the numbers of all fields.

Timing:
Kick start late Aug / early Sept & to be online late October (8 weeks)
I will supply all the text (but only the text)

I wish to know if:
you are able to develop such a web page
Is the timing OK for you
An cost estimation
Any similar web page that you've develop for our review.
